ATTENTION:

Contractors shall maintain access to streets and trash carts on collection days, and shall not use or move carts, or remove their contents.  There are multiple forms of waste (solid waste, recycling, yard waste, chemical/hazardous waste) that are collected at different times on collection days.  Please inform your crew workers regarding the information above.  Schedule for Trash Pickup is in the link below (right click to open link)

TWO (2) NEW PROCESSES ADDED TO THE

ROW CONSTRUCTION AND PERMITTING PROCEDURES MANUAL

3.2 (New as of Jan. 1, 2024) TIME/DATE STAMPED PHOTO REQUIREMENTS

Permits involving a Boring Rig shall require TWO (2) before (no locates) and TWO (2) (with locates) after colored (.pdf) photos. Please combine the photos into 1 .pdf document. The photos shall include the following:

Photo of work area shall be taken prior to Digging/Boring.

Photos shall include surrounding work area marked with colored flags and paint (locates).

Photo shall have Time/Date stamped, see example. If time/date stamp is not on the photos the permit will be rejected.

Directions for photos for entire subdivisions:

1. Angle camera to take picture of entire street (ROW) involved with construction, locates must be shown on photo. Photos can be taken in phases. Example: Phase 1 – 100-700 ABC Street. Upload Phase 1 to Right of Way Construction Permit and title it Phase 1 – 100-700 ABC Street. The next phase of photos will be titled Phase 2 – 200-800 CBS Street, PLEASE INCLUDE PERMIT NUMBER. From Phase 2 and up please email photos directly to kwright@mckinneytexas.org and include the Phase number and PERMIT NUMBER.

2. Photo needs to show either north/south direction or east/west direction. To help speed the process, please combine photos submitted into ONE (1) .PDF FILE

When applying for ROW Permit Application before and after photos are required, providing the listed information above, along with required plans, location maps, TXDOT approval, if applicable, etc. The Permit application specifies that all attachments cannot exceed 10 MB.

Failure to include a .pdf photos will result in rejection of the permit.

3.3 NEW COURTESY REVIEW PERMIT (NOT FOR CONSTRUCTION)

A Courtesy Review Permit is only for reviewing plans that are submitted and NOT FOR CONSTRUCTION.  The Courtesy Review Permit allows time for the Franchise Utilities Plans Examiner to review plans submitted and add comments/revisions. The plans/comments are emailed back to the Utility Company to revise and resubmit back to the Franchise Utilities Plans Examiner. Small Cell Node applications shall apply for this permit. Other Franchise Utilities who will be doing a large area of construction and have several pages of plans to review shall apply for this type of permit. Please allow a 30-day window for Plans to be reviewed. The 30-days will also allow time for the GIS Department to assign an address to the site, if needed.  When ready to proceed, the contractor assigned must reference back to the Courtesy Review permit number when submitting their Right of Way Construction Permit.  Please upload the Courtesy Review Permit document to the Right of Way Construction Permit application when applied for and other required documents. Small Cell Node types require 3 Permits: a Courtesy Review Permit, A Right a Way Construction Permit, AND A Small Cell Node Permit.  The Courtesy Review Permit and the Right of Way Construction Permit are required to be uploaded to the Small Cell Node permit application as an attachment with the other required documents.
